Wolfshead Helm now adds 20 Energy to Shifting Power, after Tiger's Fury was removed

The October 1 beta build changed Wolfshead Helm's tooltip: its 20 extra Energy now comes from Druids' new Shifting Power talent instead of Tiger's Fury. The 5 extra Rage from Enrage is unchanged. There is no Blizzard post about the helm.
When the level 30 build removed Tiger's Fury and gave Feral Druids the new Shifting Power talent, the Druid helm Wolfshead Helm followed. In client build 1.60.1.70170 its equip effect, Wolfshead Helm, reads "You gain an additional 5 Rage from activating Enrage and an additional 20 Energy from activating Shifting Power." The text is the same in the latest build, 1.60.1.70205.
Before that build it said 20 Energy from activating Tiger's Fury. Only the wording changed: the effect's numbers are the same, and the 20 Energy comes from the Forever spell Wolfshead Helm, which has been in the client since the first beta build. The Rage half, 5 more Rage from Enrage, is also unchanged since the first beta build. In Classic Era the helm instead gave 20 Energy or 5 Rage when you shifted into Cat or Bear Form.
This change is in the client files only. Blizzard's notes cover Shifting Power but don't mention Wolfshead Helm. How the server applies the bonus isn't in the client: the helm's link to Shifting Power is a dummy effect handled on Blizzard's side.
Shifting Power and the helm
Blizzard's October 1 notes describe Shifting Power as a Cat Form only talent, connected to Shredding Attacks, with a 16 second cooldown, costing 55% of base Mana:
Instantly convert 55% of Base Mana into 40 Energy. Shifting Power's cost is reduced by effects that reduce the cost of Shapeshifting. Kaivax, Community Manager (WoW Forever Beta Development Notes)
The client matches: 16 sec cooldown, 55% of base Mana, 40 Energy, and Improved Shifting Power takes 4 or 8 sec off the cooldown. With the helm, each Shifting Power gives 40 + 20 = 60 Energy by the tooltips.
Speculation. With Improved Shifting Power at 2/2 (an 8 sec cooldown), the helm's 20 Energy works out to about 2.5 Energy per second, a figure from community comments. Two more things in the client each take 1 sec off the cooldown: the item Howling Idol and the Tier 1 Feral 5-piece set bonus, 1.60.0 - Item - Tier 1 - Druid - Feral 5P Bonus - Shifting Power. Whether these all stack, and whether your Mana lasts at that pace, is decided on the server and hasn't been tested.
