Downranking weakened in the October 1 beta build: low-rank spells get less spell power and proc less often

In the October 1 WoW Forever beta build, spells cast at ranks far below your level get less benefit from your Spell Damage and Spell Healing and have a reduced chance to trigger your class abilities and talents. A new character-sheet tooltip spells this out, and Blizzard gives Rank 1 Frostbolt at level 60 as an example.

What changed

Blizzard put a new build on the WoW Forever beta on October 1. In Kaivax's development notes, under User Interface, a new character-sheet tooltip explains that casting spells at ranks well below your level is now weaker. Blizzard's exact wording:

On the character sheet, when mousing over Spell Damage and Spell Healing, it is now explained that spells cast using spell ranks vastly below your current level receive less benefit from your Spell Damage and Spell Healing and have a reduced chance to activate your Class abilities and Talents. (examples: Frostbite and Omen of Clarity) Kaivax, Community Manager

So two things happen when you cast a spell many ranks below your level. First, your +Spell Damage and +Spell Healing add less to it. Second, it is less likely to set off your talents and procs, such as the Mage talent Frostbite (its Chill effects can Freeze the target) or the Druid talent Omen of Clarity (your spells and attacks can grant Clearcasting, which removes the cost of your next spell).

Blizzard's example: Rank 1 Frostbolt at level 60

Developers’ notes: Another example of this reduction in activation chance – Using a Rank 1 Frostbolt at level 60 will result in a 0% chance to get a Frostbite activation. So you now are making a decision between getting a slow off quickly, or using a spell that can potentially get a Frostbite activation, instead of getting both. Kaivax, Community Manager

In the client files Frostbolt is the lowest-rank Frostbolt (18 to 20 Frost damage, a 40% slow for 5 seconds). Blizzard's point: a level 60 Mage spamming that cheap, fast cast to apply a slow would get a 0% chance to proc Frostbite's Freeze. The slow and the Freeze fishing no longer come together from one cheap cast. Blizzard uses level 60 as the example; the beta's level cap is lower for now.

What downranking is, and what this means

In Classic Era, casters and healers often cast a lower rank of a spell on purpose. A cheaper, faster heal can top someone off without overhealing, and a cheap low-rank nuke can be spammed to fish for procs while spending little mana. That is "downranking". The October 1 change makes low-rank spells scale worse with your spell power and proc your talents less, so leaning on very low ranks is far less rewarding than before.

These are beta changes and can still change before launch. The facts above come from Blizzard's October 1 development notes; the spell numbers are from the beta client files.

Wowhead first flagged this change and called it a significant nerf to downranking. "Nerf" and "significantly" are their wording, not Blizzard's; Blizzard's post describes reduced benefit from spell power and a reduced chance to activate class abilities and talents.
