Ravenclaw Regent
Ravenclaw Regent is a level 22 rare undead in Silverpine Forest. It has one spawn point. In Classic it respawns 5 to 8 hours after it dies.
Not seen in WoW Forever yet: its spawn points, timer and loot are from Classic's data (CMaNGOS), so treat them as Speculation.
