Paladin deep dive and the October 15 build: Seals and Judgements kept, a tanking Seal, and the Protection changes now live

· ForeverDB
Blizzard's final class deep dive keeps the Paladin's Seal and Judgement system, adds the baseline Holy Strike and a new tanking seal (Seal of Fury), makes Consecration baseline, gives Protection a survival cooldown, and rebuilds Seal Twisting into the Retribution capstone Twist of Light. The October 15 build then made the Salvation and Mass Salvation change live, added the new Revoke ability, stopped Power Word: Shield from overwriting Seal of Fury, and put Righteous Fury's Holy threat back to 90%.
On October 15 Blizzard posted the Paladin class deep dive, the last in the WoW Forever series. It keeps the Paladin rooted in Seals and Judgements, and adds new abilities and reworked talents for all three specs. Below are the changes, grouped the way Blizzard grouped them, with the numbers as written. The same day's beta build then made several of these live and added Protection fixes; those are in the update section next.

These are beta changes. Blizzard says class abilities and talents may keep changing through the beta and are subject to further changes.
Update, October 15 build: the Protection changes are now live
On the same day as the deep dive, Blizzard put a new build on the beta and Kaivax posted the development notes. Several of the deep dive's Paladin changes went live in it, and it adds Protection-focused fixes. Wowhead's write-up on the current state of the spec pointed us to the same build; the facts below are from Blizzard's own notes, checked against the client.
- Seal of Fury is no longer overwritten by Power Word: Shield. Before this, a Priest's shield could wipe the Paladin's tanking seal. The two now sit together.
- Blessing of Salvation and Greater Blessing of Salvation are replaced by Salvation and Mass Salvation. They are cast the same way the old blessings were, but no longer take a Blessing slot, so a target can hold a Blessing and Salvation at once. In the client spell #1038 reduces the target party member's threat by 30% for 1 hour, and spell #25895 does the same for everyone of the target's class in the raid or group (a 40-yard range).
- Paladins learn spell #1325499 (Revoke) when they learn Salvation. It removes Salvation or Mass Salvation from a party or raid member. The client lists it as instant with a 40-yard range, and lists both Salvation and Revoke at level 26.
- Seal of Fury Rank 3 is now correctly trainable at level 26 (it was wrongly level 25).
- Righteous Fury's Holy threat is back to 90% (was 60%). The September 24 build had cut it to 60%; this build puts it back to 90%.
- Two earlier tanking-seal fixes from the October 8 build still stand: Seal of Fury was giving mana back even without the Improved Seal of Fury talent, and Improved Seal of Fury and Shield Specialization were generating threat when they restored mana. Both are fixed.
This is to restore the functionality of giving the Paladin more finesse and control over who has Salvation active and who doesn’t. Developers’ notes, posted by Kaivax (Community Manager), on Salvation and Revoke
For a Protection Paladin this means a sturdier tank. The tanking seal no longer drops when a Priest shields you, its rank unlocks at the right level, and it stops leaking threat when it hands mana back. Righteous Fury's threat is high again, and Salvation off the Blessing slot plus Revoke give the raid cleaner threat control.
Talent structure
Talents start at level 10 and keep the familiar layout. There are one-point gold medal talents at 11, 21 and 31 points, now joined by a new 16-point gold medal. To change talents, including Legacy talents, you visit a class trainer in a major city. Dual Specialization becomes available at level 40.
Baseline abilities
- Holy Strike (new, learned at level 6): an instant strike that deals Holy damage based on a share of your equipped weapon damage (25% at Rank 1, rising to Blizzard's 50% at Rank 8), plus a bonus that rises with each rank. Its per-rank scaling was also tuned in the September 24 build.
- Judgement no longer consumes the Paladin's active Seal.
- Salvation is no longer a Blessing, so a target can have a Blessing and Salvation at once. The raid version that targets a whole class is now called Mass Salvation. This went live in the October 15 build (see the update above), which also replaced the old Blessing of Salvation and Greater Blessing of Salvation outright and added spell #1325499 (Revoke).
- Righteous Fury: its threat bonus is reduced. Blizzard says Protection Paladins have more Holy damage than in Classic Era, so the multiplier does not need to be as high. (The September 24 build had cut it from 90% to 60%. The October 15 build put it back to 90%, so for now that reduction is undone.)
- Seal of Fury (new seal, learned at level 10): a tanking seal with three parts. Each melee swing deals a constant amount of bonus Holy damage (unlike Seal of Righteousness, so it favours a fast weapon). You gain an absorption shield equal to 50% of that bonus damage, which does not stack from multiple applications. Its Judgement deals extra Holy damage and taunts the target, with a 10-yard range. Blizzard notes that Druid Growl and Warrior Taunt reach only 5 yards, so the Paladin can pull enemies that are further away than other tanks can.
- Fire, Frost and Shadow Resistance Auras now affect all raid members within 30 yards.
- Consecration is now learned by all Paladins at level 20 (it was a Holy talent) and is redesigned. It deals moderate damage to the first 4 enemies to enter it and very low damage to the rest, keeping it at parity with the Warrior's Thunderclap on threat.
- Lay on Hands (Lay on Hands): cooldown reduced to 20 minutes, from 1 hour.
This limitation is critical to maintaining the combat feel of Classic Era, and not sliding into the more AoE-focused gameplay found in early WoW expansions. Blizzard Entertainment (on the Consecration redesign)
When the deep dive went up, Blizzard said the Salvation and Mass Salvation change was not yet live. The October 15 build then made it live, as described in the update above; the rest of the deep dive describes the current design.
Seal Twisting is now a talent
In Classic Era and Classic Anniversary, Seal Twisting (swapping Seals to get two Judgement or swing effects out of one window) worked baseline. In Forever that baseline behaviour is gone. It returns through the Retribution 31-point gold medal talent Twist of Light.
This capstone talent retains the engaging gameplay of swapping between multiple Seals while making it more intuitive and less stringent on timing windows. Blizzard Entertainment
Blizzard has placed the Holy gold medal talent Holy Shock as an alternative to Twist of Light, so a player can opt out of Seal Twisting and build a hybrid "Shockadin" instead.
Holy talents
- Healing Light: moved from row 3 to row 2, and now also increases Holy Shock healing.
- Spiritual Focus: now also applies to Light's Vigil. Total cost cut to 2 points, from 5.
- Improved Seals (was Improved Seal of Righteousness): now affects the damage of all Seals and Judgements. Total cost cut to 3 points, from 5.
- Unyielding Faith: moved from row 3 to row 2, and now reduces the duration of Fear and Disorient effects instead of raising your chance to resist them.
- Voice of Truth (new 11-point gold medal): grants a new ability that gives immunity to Silence and Interrupt for 6 seconds, on a 3-minute cooldown.
- Reverence (new row 3): grants up to 30% of your mana regeneration from Spirit while casting.
- Purifying Power (new row 3): reduces the mana cost of Cleanse and Purify by up to 20%, and reduces the cooldown of Exorcism and Holy Wrath by up to 33%.
- Infusion of Light (new row 4): critical hits with Holy Shock and Flash of Light reduce the cast time of your next Holy Light by up to 1 second.
- Illumination (requires Reverence): can now also be triggered by Light's Vigil, and its mana refund is cut to 50% of the affected spell's base cost.
- Divine Favor: now the 16-point gold medal, instead of the 21-point gold medal.
- Divine Precision (new row 5, requires Holy Shock): grants up to 18% increased hit chance with Holy spells. Blizzard says it does not plan to put Hit on plate healing gear, so this talent supplies it.
- Holy Shock: moved from the 31-point to the 21-point gold medal, and its cooldown is cut to 10 seconds, from 30.
- Consecrated Ground (new row 5): your Holy spells deal up to 10% more damage to the first 4 enemies to enter your Consecration.
- Holy Power: now increases the critical strike chance of Holy Shock and Holy Strike by up to 15%, and of all other spells by up to 5%.
- Light's Vigil (new 31-point gold medal, requires Holy Shock): a 1.5-second cast with a 30-second duration and a 6-second cooldown, usable on an ally or an enemy. The next Holy Shock on that target will not trigger its cooldown. On an enemy it deals extra Holy damage and refunds 75% of its mana cost. On an ally, every member of that ally's party is instantly healed for a moderate amount. It can be active on only one friendly player per party.
- Moved to baseline: Consecration, Improved Blessing of Wisdom and Lasting Judgement. Improved Lay on Hands' cooldown reduction is now baseline.
Blizzard describes a proactive use for Light's Vigil in raids: set it up on several parties, then cast Holy Shock back to back during a big raid-wide damage event to heal many parties at once. It says this is harder to use reactively because of the setup involved.
Protection talents
- Toughness: moved from row 2 up to row 1.
- Redoubt (redesigned): no longer needs you to be hit by a critical strike. It now gives a 10% chance when hit to gain increased Block Chance, up to 20% (was up to 30%).
- Precision: now increases the hit chance of all spells and attacks, not just melee. Blizzard says this helps key abilities land, including the taunt from Seal of Fury's Judgement.
- Anticipation: moved from row 3 to row 2. Its maximum Defense bonus is doubled to 20 (was 10).
- Improved Seal of Fury (new 11-point gold medal): returns mana each time one of Seal of Fury's absorption shields is fully consumed. The mana is larger when the attacker is a higher level than you, such as a raid boss.
- Improved Righteous Fury: no longer increases Righteous Fury's threat. Instead it grants up to 6% reduced damage taken while Righteous Fury is active.
- Shield Specialization: your blocks now have up to 100% chance to restore 6% of your maximum mana, once every 3 seconds. The October 15 build lowered this to 4%, still once every 3 seconds.
- Sacred Duty (new row 3): increases total Stamina by up to 4% and reduces the cooldown of Divine Shield, Divine Protection and Templar's Bulwark by up to 1 minute.
- Swift Judgement (new 16-point gold medal ability): no mana cost, 1-minute cooldown. It instantly finishes the remaining cooldown on Judgement and reduces the mana cost of your next Judgement by 100%.
- One-Handed Weapon Specialization: moved from row 6 to row 4, and now needs only 3 points for the full effect (was 5).
- Templar's Bulwark (new 21-point gold medal ability): instant, 5-minute cooldown. You gain an absorption shield equal to 100% of your maximum health for 8 seconds. It applies Forbearance and cannot be used while Forbearance is active.
- Reckoning: now also has up to 40% chance to trigger after blocking a melee attack. It still triggers up to 100% of the time from a damaging critical hit, and cannot occur more often than once every 1.5 seconds. The October 15 build also adjusted how its charges build: your next melee swing triggers all accumulated charges, up to a maximum of 4.
We felt Protection Paladins needed a useful survival cooldown like other tanks have, and this fit the bill, while also making an interesting choice as part of their Forbearance system. Blizzard Entertainment (on Templar's Bulwark)
Retribution talents
- Deflection: moved from row 2 up to row 1.
- Benediction: now reduces the cost of all instant cast spells and abilities by up to 10%.
- Holy Conduit: reduces the mana cost of Consecration, Holy Wrath and Exorcism by up to 40%.
- Conviction: moved from row 3 to row 2, with wording clarified that it benefits melee attacks.
- Vindication: your damaging melee attacks now have a chance to reduce the target's Attack Power, and to increase your own Attack Power by up to 3% for 30 seconds.
- Sanctified Judgement: your Judgement has up to 100% chance to refund up to 60% of the cost of the judged Seal.
- Pursuit of Justice: its movement speed bonus raised from up to 8% to up to 15%.
- Eye for an Eye: moved from row 4 to row 5. It now triggers on every critical strike against you, melee and spell alike, and reflects up to 10% of the damage taken.
- Sacred Arbiter: increases Holy Strike damage by 20% and makes it refresh all Judgement effects on the target.
- Vengeance: now lasts 30 seconds and increases damage by up to 3% per stack, to a maximum of 3 stacks.
- Repentance: now the 21-point gold medal, instead of the 31-point gold medal.
- Champion of the Light: increases your spell damage by up to 30% of your Intellect.
- Instrument of the Law: reduces the cast time of Holy Wrath by up to 1 second (making it instant) and reduces all threat you generate by 20%.
- Twist of Light (31-point gold medal): reduces the mana cost of Seal spells by 20% and causes your damage-dealing Seals to leave an Echo. This is the new, more forgiving form of Seal Twisting described above.

What it means
The Paladin keeps its Seal and Judgement identity, but each spec gains a clear job. Every Paladin picks up Holy Strike at level 6, and Holy gets a cheaper early tree and the new Shockadin direction through Holy Shock, Divine Precision and Light's Vigil. Protection gets a dedicated tanking seal with a 10-yard taunt (twice the reach of Taunt and Growl), mana back from blocks and shields, and a proper survival button in Templar's Bulwark, and the October 15 build made that seal sturdier and its raid threat control cleaner. Retribution gets Seal Twisting back as an optional capstone rather than a baseline chore. We will add the new abilities and talents to the Paladin class pages as they settle in later builds.
